Notes:
The Willard class Frigate is slow its class, but is designed to escort
slow moving freighters. It carries strong (for its class) armor over a weak
hull. It has some protection from missiles. It also carries fairly heavy
armament for its size. The Willard is too small, however, to mount an
effective ADFC/PDS combination. Willards are used primarily in systems which
restrict warships to Frigates or smaller.
